Agreement for not using force between parts of Karabakh conflict

A very interesting article on Armenian president Serzh Sargsyan interview to Euronews TV channel. I publish the whole article:

/PanARMENIAN.Net/ Nagorno Karabakh was not a part of independent Azerbaijan, the Armenian President stated.

“It was the Caucasus Bureau of the Communist Party of the Soviet Union which attached Nagorno Karabakh to Azerbaijan. History is well-known… The international community does not have a different vision,” Serzh Sargsyan said in an interview with Euronews.

“Why did the international community acclaim the collapse of the Soviet Union and not consider Armenia, Azerbaijan, Georgia, Kazakhstan and Uzbekistan part and parcel of the Soviet Union? — still saying Karabakh is an integral part of Azerbaijan? It is not logical, is it?” he said.

Asked what kind of compromises he is willing to make in order to achieve a peaceful resolution of Karabakh conflict, President Sargsyan said, “One cannot eliminate the consequences of this conflict without addressing its causes. And when speaking about the causes… we talk about recognizing the people of Nagorno Karabakh’s right of self determination… the recognition of this right and its implementation. The other problems will be solved rapidly after that. The Armenian parts of this conflict, Armenia and Nagorno Karabakh, are profoundly interested in a swift resolution of this conflict. But a sustainable resolution that would allow for peace and security in the region, as opposed to giving Azerbaijan Nagorno Karabakh, which would spell the end of its existence.”

“What does the international community propose to us? To solve this conflict on the basis of three principles of international law: firstly, self-determination; secondly, territorial integrity; and thirdly, the non-use of force. I propose, through you, the media, to appeal to Azerbaijan to sign an agreement not to use force. This would instill trust in the Armenian people of Karabakh and Armenia. And under these conditions of trust we would begin the negotiations for a settlement. We Armenians know very well what Azerbaijan’s territorial integrity means. We’ve talked about it openly several times. The Azerbaijanis… can they say what the right of self-determination means for the people of Nagorno Karabakh? When we issue joint declarations about the right of self-determination, Azerbaijan is not talking about the Armenian people’s right to self-determination but of the right of the main player in the conflict… the people of Nagorno Karabakh,” he said.

The first step for Artsakh problem final solution is recognition of Artsakh (Nagorno-Karabakh) Republic independence, says Aram Sargsyan, Armenian Democratic Party leader. He also expresses his surprise concerning claims of various political figures’, such as Turkish president Abdullah Gull about some agreements over passing of some abstract areas from under control of Artsakh (Nagorno-Karabakh) Republic to Azerbaijan.

He also claims Matthew Bryza’s statements, that the principal position of the USA in final solution of Artsakh problem is territorial integrity of Azerbaijan, frivolous. Aram Sargsyan claims, a diplomat who expresses sorry for being misunderstood so regularly, which happens to Mr. Bryza so usually, cannot be taken seriously.

Baroness Caroline Cox about the pseudo-democratic elections in Azerbaijan

Baroness Caroline Cox claim, Azerbaijani president has throttled the opposition in the country, which realizing the uselessness of the elections simply boycot them, Panarmenian writes. In recent years she has observed elections in Artsakh (Nagorno-Karabakh Republic) and state the high level as a result of democratic processes in the country, while Azerbaijan, which keep Artsakh in blockade for many years is falling more and more into tyrranic regime. Caroline Cox hopes the international observeres give appropriate and fair assessment of the election in Azerbaijan.

Aliev: Azerbaijan aims at attacking Armenia in all aspects

During the government session Azerbaijan president Illham Aliev, a pseudo-supporter of peace process in the South Caucasus and Armenian Highland, claims Azerbaijan is going to keep on attacking Armenia in all aspects, which is under blockade by Azerbaijan and Turkey since the mid-90-s, Panorama says. The pseudo supporter of democracy, who has occupied the president position after his father, former president of Azerbaijan Heidar Aliev’s death, in spite of uncountable accuses in falsifying the election results, Aliev today keeps on performing the anti-Armenian policy aimed at complete isolation of the latter. The task seems much easier in the recent years due to the oil and gas pipelines which bring immense income both to the budget of Azerbaijan and to Aliev’s personal account.

Today having a serious source of income, as well as being a stable partner for the West in the process of transportation Azerbaijani oil to Europe bypassing Russia, Aliev can afford any machinations during the elections (which he is accused in by independent organizations), any human right and freedom of speech abuses in his country (which the international society seems to refuse to see), now he starts another stage of anti-Armenian action, which he try to tie to the Artsakh (Nagorno-Karabakh) Republic independence process, but actually aims at uniting with the elder brother Turkey, which the only troubling factor is Christian Armenia, the last part of which today tries to keep its independence in spite of double-side blockade. And the longer international society refuse to realize the anti-logical and anti-human processes initiated by Turkish states, the farther they will go.

Artsakh (Karabakh) war not over

Republic of Armenia president Serzh Sargsyan said during his appeal to the parliament and people of Armenia, Karabakh war not over until the presidents of Artsakh (Karabakh) Republic and Azerbaijani Republic congratulated with final solution of the conflict, till the militarization of the region goes on.

Cooperation between Abkhazia and Artsakh (Nagorno-Karabakh) Republic

Abkhazia is aimed at cooperation with Artsakh (Karabakh) Republic, PanArmenian.net says. Abkhaz president press service informs, recently the MFA of Abkhazia Sergey Shamba met his Artsakh counterpart Eduard Atanesyan and parliament speaker Ashot Gulyan. Partnership in commercial, cultural and other spheres were planned and discussed.

Artsakh (Karabakh) Republic to become fully energetically independent by 2015

DeFacto publishes Artsakh (Nagorno-Karabakh) Republic PM Ara Harutyunyan’s interview, who claim by 2015 Artsakh will become fully energetically independent and will be able to export electricity. He says, the social tension has decreased by the rapid economical development of Artsakh Republic, and in next year the pensions are going to increase by 18% and teachers salaries – by 30, reaching 160.000 thousand drams (approx. USD 530).

Madrid agreements state the right of Artsakh people for self-determination

The right for self-determination of Artsakh (Karabakh) people is stated in Madrid agreements between Armenian and Azerbaijani parts, claim ex-foreign minister of Republic of Armenia Vardan Oskanyan, Panarmenian says. Besides the diplomat focuses on the moral right of Artsakh people as well, who prevented the mass ethnic cleanings organized by Azerbaijan in Artsakh (Nagorno-Karabakh) and defeated the latter during the war organized by Azerbaijan.

14% economic growth expected in Artsakh (Karabakh) Republic

DeFacto agency writes about economic growth of Artsakh (Karabakh) Republic, which in the recent 2 years was average 11%. Next year result is planned to get the 13,8%. It is worth to mention the 15,7% of GNP is in agricultural sector.

Artsakh (Nagorno-Karabakh) Republic is blockaded from all the sides and enters the world only through Republic of Armenia, which at the moment as well blockaded by Azerbaijan and Turkey. In these unstable conditions the economic growth proves the rightness of the positive development processes within the Republic.

Armenia-Turkey border may be opened soon

Panarmenian reports Turkish Hurriet information, which basing on diplomatic sources claim the Turkish-Armenian border may be opened soon, which was closed since 1993. The two neighbouring countries have dispute over recognition of Armenian Genocide, which Turkey denies to accept, as well as on Artsakh conflict, where Turkey support its partner Azerbaijan and refuses the independence of Artsakh Karabakh Independent Republic. The warming in relations of Armenia and Turkey started after Armenian president Serzh Sargsyan invited his Turkish counterpart to Armenia for watching the football game between the two countries, which was accepted by Abdullah Gul and the visit took place on September 6.
